Landscape Planning for a Hydroponic Edu-Tourism Village Integrated with the Ciliwung River Ecorriparian – Kampung Bebek

Citieslab conducted the landscape planning study for Kampung Bebek, a thematic village located in Kedunghalang, North Bogor, by undertaking spatial analysis and formulating a comprehensive planning framework to guide its future development.


The report was prepared to develop a comprehensive landscape planning document that serves as a reference for the City of Bogor in guiding the transformation of Kampung Bebek into a thematic tourism destination. The village covers an area of approximately 3.42 hectares and is strategically located along the Ciliwung River corridor, which positions it as part of a strategic urban environmental zone. Historically known for duck farming, Kampung Bebek has gradually transitioned into an urban farming community, with local residents actively engaged in hydroponic cultivation, small livestock farming, and community-based agricultural initiatives.


The analysis highlights the village’s strong potential for development as an environmentally oriented edu-tourism destination. The proposed vision, “Hydroponic Edu-Tourism Village,” integrates productive landscapes, ecological riverfront management, and community-based tourism activities. Planned programs include hydroponic education spaces, greenhouse facilities, public open spaces, riverfront walking paths, and areas for local culinary and micro-enterprise activities. These interventions aim to strengthen the relationship between environmental conservation, education, and local economic development.


The report also identifies key spatial and environmental considerations, particularly the village’s proximity to the Ciliwung River and its exposure to moderate to high flood risk. As a result, the planning framework incorporates disaster mitigation strategies, including the provision of evacuation routes, designated safe areas, and improvements to drainage and circulation systems. Additional interventions include the enhancement of public infrastructure, installation of signage, and provision of supporting facilities such as parking areas and waste management systems.


Implementation of the development program involves coordination across multiple government agencies and stakeholders, covering infrastructure provision, tourism facility development, and local economic empowerment. The development is structured in phased stages, beginning with land and institutional readiness, followed by facility development and environmental improvement, and culminating in the strengthening of Kampung Bebek as an integrated hydroponic edu-tourism village. The report concludes that Kampung Bebek is feasible and well-positioned for thematic village development, with strong potential to enhance environmental quality, community livelihoods, and sustainable urban tourism.
